Can anyone tell me what the green PINNED button does or why is it there? It is usually found next to a forum topic.

It just means it's a thread that has been "pinned" to the top of the listing of threads, so it's always at the very top.
Otherwise, threads change position based on the date of the last post in the thread.

I believe pinned threads are threads that someone (usually an admin) wants to be highlighted, for whatever reason. The threads remain 'pinned' at the top of a forum, even if no one posts on them. Usually those are reserved for important announcements, reminders, etc. or in the case of swaps and such, for posts re: rules and FAQ's. Really, anything that needs to be visible and easily found is pinned.
