I have read the directions and tried this stitch but it just is not raised like the picture shows it to be. Is there anyone that can help me with this stitch.

You are putting the hook around the body of the post stitches which make up the cable and the heart outlines, not into the top of the stitch, right? The arrows do show that but the lines are a little hard to see on the last page of the pattern. Going around the stitch is what makes it 'stick out'.
