Ive tried every stitch under the sun and can not figure it out!
I have tried V stitches and Tunisian stitches.
I've even tried emailing the woman that made the scarf but no luck!.
Any advice is appreciated

I have no idea what it is. It looks more like knit than crochet to me, but i've no idea what knit stitch it could be. Or maybe it's macrame'. Sorry I am no help.

Looks like a split single crochet stitch with a P or Q hook. I included the link of one of many video tutorials on YouTube.

She has another multi-colored Rasta cowl posted, and it seems as if it's slip stitch in back loops only worked in the round.
